HomeBuild Access is the NT Government’s home loan package that helps more Territorians buy their own home. Owning your own home is a significant investment and government is committed to helping more low to middle income earners achieve that security for their family.
The HomeBuild Access loan package will increase new supply at the more affordable end of the housing market, provide more home ownership opportunities for Territorians unable to access the market and will take the pressure off the rental market.
HomeBuild Access offers two loan products targeted only at the construction of new dwellings where building starts after 1 January 2013.
The following purchase price limits apply to both HomeBuild Access loan products:

HomeBuild Access offers two loan products making home ownership more affordable for Territorians.
HomeBuild Access Low Deposit Loan
This loan provides you with a Territory Government loan of no more than 17.5% of the purchase price of your new home. You will be required to obtain finance for 80% of the purchase price through an approved financier. Currently TIO is the only approved financer.
There is no income or asset limits for this loan product but other product specific eligibility criteria apply.
Low Deposit Loan applicants also have access to the HomeBuild Access Off the Plan Deposit Loan when they purchase a dwelling ‘off the plan’.
This loan can help you fund the deposit when entering an off the plan purchase contract.
HomeBuild Access Subsidised Interest Rate Loan
This loan offers a substantially subsidised interest rate for the first five years of the loan term, making home ownership more affordable for Territorians.
This loan is only available to first home buyers who meet specific eligibility criteria.
A Fee Assistance Loan is also available to Subsidised Interest Rate Loan applicants. This loan enables you to borrow up to $10 000 interest free to help with costs associated with buying a home such as conveyancing, white goods, deposit and stamp duty.
The Territory Revenue Office also provides a number of home owner incentives schemes including the First Home Owner Grant, Senior, Pensioner and Carer Concession and Principal Place of Residence Rebate to help eligible Territorians to buy a home.
